Do gooder, American Senator John Perryman, delivers a speech to the Moscow Parliament, predicting that “corruption will lead to disaster “ and that all corrupt Russian politicians would all lose the human form and metamorphose into rats! 

 

One by one, Russian politicians turn life size humanoid rats, causing a major world crisis.
